Windows 11 Build 22616 brings back taskbar drag and drop functionality

- Based on feedback from Windows Insiders, Microsoft has decided to temporarily disable the system tray changes introduced in Build 22581. We hope to bring these changes back in the future after further refining the experience by addressing some of the feedback we received.
