I used it a long time ago and it worked. I just tried it and found no response.
This effect seems to be only supported by IE. You create two pages, add the meta of each page to the above, and then add a hyperlink to each page to jump to each other to see if there is any effect. I remember doing it this way before.
It seems disabled in ie9. No need to bother.
