href='#' 一般有这几种用法：
1、空链接
空链接，不跳转页面，仅执行脚本
2、锚点
直接将页面滚动到 portlet_tab2 的位置，便于浏览
注：页面要有较多内容，一定的高度（超过屏幕高度），才有跳转效果
3、也可以链接另外一个页面的锚点
链接到index.htm的portlet_tab1 的位置
这就是锚点嘛。“#portlet_tab3”就是指向id为portlet_tab3的元素， 你点击这个a链接，他就会跳转到这个元素的上边位置
