php 系统是开源的,任何人都可以无偿使用。但你需要将你对他的任何修改都向其作者通报并提交副本。(脑力也是钱)
但是php程序可以开源,也可以不开源,也不一定都是无偿使用的
php的开发工具基本上都是有偿的(虽然你可能使用的是破解版)
mysql 系统也是这样的
开源系统经济来源可以是:政府拨款、社会捐赠、技术服务以及广告等等

php有个网站叫zend.com,这里提供的开发软件和服务就是要收费的。这应该只是一个盈利项目,具体还有什么就不清楚了。
