高手！如何解决如上有关问题
求助高手！怎么解决如下问题?
我要做一个文件上传下载管理的PHP，要求如下：
不能用数据库，自设几个用户名和密码，要自设一个管理员账号，普通用户自能管理自己的文件，管理员能管理所有的文件。
我是新手，文件上传能找到代码参考，但上面的要求不知道怎么做，望高手请教，当然越详细越好！

思路。先自己新建个txt文档，里面存放初始的管理员。然后对该文档进行操作。
还有你说的管理文件是指什么？如果单纯的新建修改，毫无意义

2、如果用文件记录，那么在发生修改（比如删除了一个文件）时，操作的可靠性会下降 。这点要充分考虑到
3、可以一个用户一个目录，各人在各人的目录里操作
4、用户名和口令可以直接写在程序里
5、既然有下载，就应该有下载文件的简要说明。
6、说明可集中保存，也可随下载文件一起保存
