In Oblivion Remastered, the Bosmer Glarthir is, shall we say, eccentric. While exploring Skingrad, he'll approach you with a peculiar proposition: a midnight rendezvous behind Julianos' chapel, promising a worthwhile reward.
Inquire about his behavior, and locals will describe him as tolerated but increasingly paranoid.
To assist, visit the temple (southeast of town, near the castle) after dark. Glarthir reveals his suspicions: he believes spies are tracking him, part of a vast conspiracy.
Agree to investigate, and he'll instruct you to follow his first target, Bernadette Peneles, starting at 6 am outside her home.
Important Note: Contrary to Glarthir's instructions, remaining unseen isn't necessary. You can even skip the tailing; waiting 24 hours triggers the next conversation.
The Paranoia Quest
Glarthir's house is conveniently near the Two Sisters Inn, perfect for waiting until 6 am.
At 6 am, Bernadette leaves for work at the vineyard. You'll likely encounter Captain Dion of the Skingrad Watch, who'll question your interest in Glarthir. His response is the same regardless of your explanation, warning you against deep involvement and requesting a report on any unusual requests.
Follow Bernadette. She visits the Great Chapel, then works in the fields before returning home.
Report back to the chapel at midnight. Whether you tell Glarthir his suspicions are accurate or not only slightly affects your reward (200 gold for confirming his paranoia, 150 gold otherwise).
Regardless, he'll pay you and assign your next target: Toutius Sextius.
Repeat the process: wait outside Sextius's house until he leaves (after 9 am), observe his movements (he goes to the Castle), and report back at midnight. The reward varies slightly based on your report.
Finally, you'll investigate Davide Surilie, the vineyard owner.
At 7 am, Davide goes to the vineyard. Reporting back at midnight presents a crucial choice.
The Final Decision
After dismissing Glarthir's suspicions about Bernadette and Toutius, confronting him again is unwise. Telling him Surilie is not spying will enrage him, leading to a fight.
To avoid this, tell Glarthir that Surilie is spying. This, or confirming earlier suspicions, triggers the escalation Dion warned about.
Glarthir offers 1000 gold to murder whoever you accused. You can accept (for evil characters) or refuse.
Refusing allows you to take the note to either Dion or Surilie, leading to a confrontation with Glarthir.
Afterwards, you'll receive Glarthir's house key, allowing you to loot a substantial sum of gold.
Alternatively, you can assassinate the target(s) and return to Glarthir.
