png文件用 imagepng函数 ( resource $image [, string $filename [, int $quality [, int $filters ]]] )，$quality取值0-9
jpg文件用imagejpeg函数，$quality取值0-100

你若是等客户端上传完毕后,利用PHP截图生成了缩略图,那么在生成的时候可以调整图片质量,诸如imagepng,imagejpeg等,第三个参数就是调节质量的,来的狠点儿.
若要再狠点儿,可以考虑利用浏览器上传之前就压缩一次,再上传.
用gd库吧 有个设置图片品质的函数
