好像是没有phantomjs@1.9.15 这个模块了
你可以单独安装一下这个模块试试，npm install phantomjs --save-dev

1、可以不指定模块版本，单独安装
2、用cnpm镜像比较好，npm容易被墙

当前目录中包括package.json和Gruntfile.js两个文件，执行grunt命令，系统报错了，提示不能加载本地库
