这是一个php资源入库接口规范，也就是 添加功能，这个sip_url 是 把上传数据 打包的路径（接口请求方式是post）

你说的sip_URL的确是地址 ,那是sip包的地址，我是不知道 什么是sip包和怎样生成sip包，至于返回值是什么，我问的不是这个
sip应该是对方自己起的名称
