The Melding Pot, overseen by Vio, isn't immediately accessible. You'll find her in Suja, Peaks of Accord, a camp on the eastern edge of the map. Your first visit to Suja occurs during Chapter 3-3: Through the Dusk. Unlike previous games, there's no central base camp; you'll need to fast travel to Suja to use the Melding Pot, located in a tent to the left of the Smithy.
