本来是想把解决PLSQL中文乱码问题，可问题是一个接着一个的出现，想看看中文乱码问题解决没有，结果查询表时又弹出这样一个错误。
拿着有道查了一下，说是动态性能表没有权利被访问。上网查了一下相关的问题，才知道原来PLSQL在用户运行过程中，要收集用户统计信息，但是由于我们现在登录的用户没有权限访问v$session,v$sesstat和v$statname视图，所以不能收集当前用户的统计信息，和PLSQL工具中配置的Automatic Statistics相冲突，所以会出现上面的提示信息。
所以我的解决方案是彻底禁掉PLSQL的统计功能。选择Tools——Preferences，然后找到Options，把Automatic Statistics选项前面的小勾去掉，点击保存，退出。
这个是最简单的办法，除此之外，又查到两个方法，其中一个比较狗血，就是把上面问题提示框中的“Don't show this message again”选项勾选，让下次不要再出现这个提示框，这个方法有点让人不能接受啊。

无论哪种方法解决了问题，最终的目的都是为了方便大家学习。PLSQL让我很头疼，但是也让我接触了很多它的意外状况，让我能够对它认识更深刻，了解的更深入。
